Summary of Changes from Previous Version

Establishes that the Chair of Academic Board Appeals Committee is the final point of appeal (previously the VC could be appealed to where the Chair of Academic Board was also Chair of Academic Board Appeals Committee).

Also fixes some minor cross-referencing errors associated with the conversion to the SCU Policy Library.
